How can I fulfill Next Generation Funds requirements in the owners community?

From Finques Feliu and Trarq studio we explain you how to access the Next Generation Funds (from now on NGF) to the communities of owners (from now on OC).


1. What are the Next Generation Funds? Do they represent a significant amount of money or a symbolic one? How much money will Spain receive?


The NGF, of the European Union (henceforth EU) were approved in 2020, for the period 2021-27, are not very symbolic.
We are talking about 750,000 million euros, let's put it in perspective, this amount is equivalent to:

(a) 6.54% of the EU GDP that 2020.
b) Five and a half times the Marshall Plan with today currency exchange value.

Of this amount, Spain will have received 140,000 million in 2027.

2. Do the NGF help me in any way? 


Of course: they improve the quality of life and, in addition the reform increase the value of the PC and, at the same time, that of our real estate

The NGF are intended to transform the real estate market:


- Increasing energy efficiency in the whole of it.
- Improving the thermal insulation of the housing stock 
- Achieving, as a result, a significant reduction in heating and air conditioning costs.
Currently, 80% of the buildings in Spain are not efficient, therefore, the NGs are a great opportunity.

 

3. Is it easy to obtain NG benefit?


Not at all, in fact, they reach few of the potential beneficiaries. For this reason, in the previous questions we have used the conditional when talking about their impact.


On the one hand, as is to be expected, a lot of documentation must be presented. On the other hand, completing all the bureaucracy does not guarantee obtaining the subsidy.
The conditions of the basis of the call reduce the options for reasons related to particular characteristics that some buildings have, but not others.

As now that:

- Between middles there is not so much façade surface as it could be thought at first. Therefore, the achievable improvement in efficiency is not possible.
- The buildings to be rehabilitated are listed and, consequently, it is not possible to make the improvements there because priority is given to the protection of their original materials.
These are two very specific reasons. Triarq Studio assures, however, that the casuistry of cases, which make the NGs inapplicable, is large.

 

4. Can this aid be applied to both housing and simple buildings?

Yes it can be received for both: a single dwelling or for the entire building of the OC.


In this article we prioritize the application to single buildings because it has three clear advantages:


a) It is much more practical simply because it greatly increases the chances of obtaining the subsidy when it is destined to a single CP.

b) It makes much more sense from three points of view -economic, comfort and environmental- to bet on improving all at once the CP where you live.


c) The collective dimension of a CP makes it desirable to involve all the owners in a subsidy. As mentioned in the second question, an improvement in the NGs increases the value of their individual housing.

 

 

5. What is the correct sequence to apply the NG in buildings without surprises?

First of all, we remind you that our OC must have passed the Technical Building Inspection (ITE) and have the Energy Efficiency Certificate (from now on CEE) in force.

a) Carrying out the technical study of the building


The first data that will guide the technical architect arise from the ITE and the CEE.

b) Study empirically how to improve energy efficiency.


Then, we will make the book of the Building and a proposal of CEE, so that they approve us the project and, therefore, give the subsidy NGF. 

c) In case of receiving the subsidy, the work is executed and the definitive CEE is generated.

5.1 What percentages of energy efficiency improvement do not entail subsidy? After this minimum, to what percentage of the total of the work are equivalent to the NGF in each case?


With percentages lower than 30% of the energy efficiency improvement we will not obtain the aid.

On the other hand, we will be able to apply for NG in three cases:


- When the energy efficiency improvement is between 30% and 45%: we will obtain a 40% subsidy on the total amount of the work.

- When between 45% and 60% of energy efficiency improvement is verified: it will mean a 65% subsidy on the total amount of the work.

- When more than 60% of the energy efficiency improvement is verified: it will entail a subsidy of 80% of the total amount of the improvement in the CP building.

 

6. Study case: Anglí Street


We have a building in Anglí street ideal for the study of obtaining NG grants because it meets many of its requirements and we are being able to improve energy efficiency:


- Four facades all very simple, it is an isolated building.


- Flat roof with many square meters of surface.

- Original carpentry.

- Possibility of installing solar panels.
